He advises the Minister of Digitization on blockchain policy as the leader of the stream of distributed registers, leading the working group on distributed registers and blockchain. At NASK, the National Research Institute is an expert in the Cybersecurity Strategic Development Team.

Since 1989 he has been running his own consulting company Rotel, specializing in telecommunications, regulated market strategies and new technological trends, security, cyber security, cooperation between the private and public sectors.

He is a co-creator of the regulatory system for the telecommunications sector in Poland. He worked for telecommunications companies, the Sejm and communications administration.
He graduated from the Faculty of Physics at the University of Warsaw, where he studied physics and astronomy. He also completed post-graduate studies in photography and imaging information at the University of Warsaw. He completed a course on the basics and applications of cryptography at the Swiss Federal Institute of Technology (ETH). At the National Defense University he completed postgraduate studies in ICT security.
